1．对科技企业研发及生产场地给予优惠：
    对需租用开发区内经科支部门认定的孵化器场地的科技企业，根据其科技含量、规模大小，给予适当场租减免或补贴，补贴标准由区科技局研究提出意见，报管委会审批。对于孵化毕业企业或引进的高科技企业需购买区内研发和生产用地的，经区科技部门认定并报管委会批准后一次性补贴给企业。
    2．建立公共技术平台：
    上级主管部门安排专项资金并着力引进社会力量建立公共技术平台，提供开放性，先进性和共享性的技术支撑服务。对企业利用广州地区国家、省、市级公共开放实验室、公共技术服务平台和经区科技部门备案的区内公共技术平台租用仪器设备进行项目开发发生的使用费，经核准给予30%-50%的补贴。在同一年度内给同一企业的补贴费用不起过2万元。
    3．加大科技项目资金支持：
    上级主管部门对获得国家、省级科技项目立项的企业和获得国家、省级资格的研发机构的资金支持按《广州经济技术开发区、广州高新技术产业开发区、广州保税区、广州出口加工区科技资金管理办法》有关规定执行；对于三大重点产业类企业获得市级科技项目立项并经管委会批准的给予上级部门资助金额最高30%的资金配套。
    4．加强人才的培养与引进：
    继续发挥每年一届的留学人员广州科技交流会平台的作用，吸引更多留学人员来区创业和开展科技交流。加大对企业设立博士后工作站的支持力度，对于进站的博士后给予一次5万的项目研究启动经费。
    5．实行知识产权示范企业认定制度：
    鼓励企业自愿申请知识产权制度示范企业，对于认定为知识产权制度示范企业的给予下列优惠：每申请1项发明专利，资助专利代理费3000元；鼓励和支持企业保护知识产权行动，经企业申请，对调查取证所需的技术鉴定费用给予资助，资助额度为每案所需技术鉴定费的50%，最高额度为5000元/案。
    6．积极实施标准战略：
    鼓励企业积极参与研究制定国际标准、国家标准。对将本企业技术标准化为国家标准和国际标准的，给予10万元到30万元的奖励。

Several Measures on Promoting High and New Technological Industry in the Park

1. Providing preference to R&D of technology enterprises and producing area:
    As to the technological enterprises in need of renting the incubator area authorized by technological department, proper deduction or subsidies are provided according to their technology content and production scale. The criteria of subsidies is studied and advised by the district technology bureau, and approved by the management committee. As to the incubator enterprises or brought-in high-tech enterprises which need to purchase the R&D and production area, one-off subsidies are offered to the enterprises after the district technology department’s authorization and the management committee’s approval.

2. Building common technology platform:
    The upper level competent authorities will arrange special funds and actively bring in social force to build up a common technology platform, providing opened, advanced and shared technical support service. The using expenditure by the enterprises taking use of national, provincial and municipal public laboratory, common technical service platform and the renting equipments to perform project development is subsidized by 30%--50% through the approval. The subsidy for the same enterprise in the same year is no more than 20,000 RMB.

3. Reinforcing the support of technology project funds:
    The capital support of the upper level competent authorities to the R&D institutions with approved national and provincial technology projects as well as national and provincial qualification will be executed according to Office Procedure of technological funds in Guangzhou Economic and Technological Development Zone, Guangzhou Development Zone for Industries Using High and New Technology, Guangzhou Bonded Zone and Guangzhou Export Processing Zone. The maximal 30% capital support will be offered to three kinds of key industrial enterprises which get the municipal approved technology projects and authorized by management committee.

4. Strengthening the cultivation and introduction of personnel:
    Continually playing the important part of the annual overseas technological personnel’s fair, attracting more overseas personnel to build up business and carry out technology exchange. Reinforcing the support to the enterprises’ establishing Post Doctorate Workstation. Providing 50,000 RMB as the one-off fund of launching research for enter-workstation Post Doctorates.

5. Executing the model enterprises of Intellectual Property cognizance system:
    Encouraging enterprises to willingly apply for the model enterprises of Intellectual Property, providing the following preferences to the chosen enterprises:
    Sponsoring 3,000 RMB of patent commissioning for every application for innovation patent;
    Encouraging and supporting the action of protecting intellectual property by enterprises, sponsoring the needed technical expertise fees through the application of enterprises. The supporting amount is 50% of every needed technical expertise fee, and the maximal amount is 5,000 RMB per case.

6. Encouraging the enterprises to actively take part in the stipulation of “international standard” and “national standard”. Providing 100,000 RMB---300,000 RMB rewards for the enterprises which transfers its standard into “international standard” or “national standard”.
