1．留学人员专项资金申请对象：
①择优资助己获得国外博士、硕士学位的留学人员；
②在国内取得本科以上学历或学士以上学位后，到国(境)外进修或作为访问学者工作两年以上，在某些领域取得一定科研成果的人员。
2．留学人员专项资金申请条件：
①申请安家费者须是己有市内接收单位并在广州落户定居的留学人员；
②申请研究项目启动费者，其研究项目应属国际前沿、有创新构思，或为我市所急需并获用人单位同意；
③申请短期来穗工作、讲学所需经费者，本人应具有留学所在国副教授或成绩突出的助理教授以上的专业技术职称，或在国外企业、研究机构任职的高级管理人员及高级研究人员；
④申请国际合作、国际会议与学术交流、成果推广等活动经费者，其活动应是有助于广州市科技创新体系战略发展、支持区域经济建设，或促进新兴学科发展及其他可以推进我市经济技术发展的，并己获有关主管部门批准的活动。
The special fund of 100,000 RMB for overseas personnel in Guangzhou
1. The applicant for the special fund:
1) subsidizing the chosen overseas personnel who already gets PH. D or Master Degree abroad;
2) the personnel who has graduate or above diploma or degree, having further studies abroad or as a visiting scholar to work abroad for more than two years, achieving certain scientific result in some fields.
2. The conditions of applying for special fund:
1) the applicant for settling fees must be overseas personnel who has a job at certain work unit in Guangzhou and has a residential registry in Guangzhou.
2) as to the applicant for the fees of launching research project, their project must match the international advanced level with innovative thought, or is urgently needed by our city and approved by the personnel’s work unit.
3) the applicant for expenses of short-term work or giving lectures should have the professional and technical titles of Associate Professor titled by the abroad university or outstanding assistant professor title or above, or alternatively the qualification of top executive or top researcher in the overseas enterprises or research institutions.
4) the applicant for expenses of campaigns like international cooperation and academic exchange conference and outcome promotion conference, whose campaign should be beneficial to strategic development of Guangzhou’s technology innovation system, supportive to regional economic construction or accelerative to newly emerging subject or other campaign which stimulates Guangzhou’s economic and technological development with the approval of competent department concerned.
