园区可为入园企业的工商注册登记、以及其它相关业务提供“一条龙”全方位代理服务或信息服务；
    省科技厅、高新区科技三项经费对园区内的软件企业和高新技术企业实行倾斜政策。省科技厅将对园区内申报广东省科技三项经费的企业给予优先支持；凡是拥有自主知识产权、发展潜力较强、市场前景好、技术含量高的企业，都可申请作为广州高新区技术创新的示范企业，广州高新区科技三项经费将技术创新示范企业提供资金支持；
    政府各类科技计划资金优先支持广东软件园的重点软件企业和重大应用软件开发项目。鼓励广州地区企业、高校和科研机构参与国家重大软件项目的竞标，对取得国家科技经费支持的项目，由市科技三项经费提供配套资金支持；
市、区两级财政集中一部分资金，对下列企业给予支持：
    (一)列为省、市重点软件企业，当年未享受免税优惠的。
    (二)在广州地区注册并缴纳所得税的企业，用2001年1月1日以后税后利润投资软件产品开发，或投资创办、扩展软件企业且经营期不少于五年的。
    (三)国内外企业、高校和科研机机构来穗设立各种类型软件研究开发中心，经市科技行政主管部门核准符合条件的。
    园区建立人才储备数据库，将为入园的软件企业提供人才交流服务；
    协助、指导园区企业申请CMM/ISO系列质量认证扶持资金和产品出口促进基金；帮助软件企业上市融资。
在广东科学园软件园内，国家和省、市重点软件企业或国内外来穗创办的软件研究开发中心新建或新购置的研究开发场所，自建成或购置之日起，五年内免征房产税或城市房地产税，所涉及的土地使用权出让金，按工业用地标定地价的50%计收。
    软件企业注册资金在100万元人民币以上(含100万元人民币)的，可享有软件自营出口权。软件出口企业可向外经贸主管部门申请中小企业和国际市场开拓资金。市外经贸主管部门为出口软件企业享受国家优穗利率的信贷支持、获取出口信用保险、到境外投资开发分支机构等提供指导和帮助。

Preferential Policies of the Park

The Park can provide the entered enterprises with business registration and related comprehensive substitution services or information services.

The software and high-tech enterprises will be considered first for the three kinds of outlays offered by the Guangdong Science and Technology Office and the High-tech Industrial Area. The Guangdong Science and Technology Office will support the enterprises in the Park which declare the three kinds of Guangdong technology outlays. Enterprises possessing independent information property right, strong developing potential, fine market vision and advanced technology, can apply for model innovation enterprise in the Guangzhou High-tech Area and gain the related supporting funds.

GSSP’s key software enterprises and the important application software developing projects will be favorably supported by a range of planned science and technology funds from the government. The enterprises, universities and scientific institutions in Guangzhou will be encouraged to take part in competitive bidding of the nation’s important software projects. As to the item which gains the fund from the country, the city’s three technology funds will provide the extra supporting outlay.

Financial bureau of the city and the district will collect parts of their funds to support the following mentioned enterprises:

1. the enterprises which was labeled as provincial and municipal key software enterprises when there was no tax-free preference.

2. the enterprises which registered in Guangzhou, paying income tax and using after-tax profits to invest software products development since Jan. 1st, 2001, or the invested software enterprises with no less than 5 years’ expanding and running period.

3. various software R&D center which is founded by foreign or domestic enterprises, universities or scientific institutions in Guangzhou, in accordance with the approval of municipal technological administrative authorities.

The park will set up HR storage database, offering HR intercommunication service for the entered enterprises.

The park will assist and guide the entered enterprises to apply for CMM/ISO serial quality certification supporting funds and product exporting promoting funds and assist the software enterprises to come into the market.

In GSSP, the newly built or purchased researching and developing sites of the key national, provincial or municipal software enterprises, as well as the software R&D center established by domestic or foreign enterprises, will enjoy a building-tax free or urban real estate tax free policy in five years from the day of foundation or purchase. The involved land tenure fees for assignment will be imposed by 50% of the labeled land price for industrial purposes.
